美国“重返亚洲”战略与中日钓鱼岛争端

中日钓鱼岛争端的升级与美国"重返亚洲"战略有着必然的联系:一方面,美国启动"重返亚洲"战略,有其多方面的战略指向,其中一个最主要的战略指向是凭借介入中日钓鱼岛争端,力图遏制中国崛起、驾驭日本,并以此控制亚洲事务主导权;另一方面,钓鱼岛撞船、购岛、申遗等一系列事件,均表明日本在钓鱼岛问题上已经拒绝与中国进行外交谈判,转而企图通过加强美日军事合作、增强海上保安厅力量和自卫队海空机动作战能力,以武力和强权达到侵占钓鱼岛的目的。对此,中国应强化对钓鱼岛的主权,逐步通过共同开发、提交东海外大陆架划界案、规范渔业开发等步骤,实现对钓鱼岛的渐进式实际控制。

The Strategy of American Reengagement in Asia and The Dispute of Diaoyu Islands between China and Japan

There is an inevitable connection between the upgraded Diaoyu Islands dispute between China and Japan and the strategy of American Reengagement in Asia： on one hand, one of the most important strategies that America launched is the strategy of reengagement in Asia, America is trying to hold back China＇s rise and control Japan in order to establish the dominance statue in Asian affairs by involving in Diaoyu Island dispute between China and Japan, on the other hand, a series of events such as boat collision, purchasing Diaoyu island, applying for the World Cultural Heritage for Diaoyu Islands, which revealed that Japan refused to have a diplomatic talk with China and turned to strengthen military cooperation with United States, enhance the power of Japan＇s coast guard and fighting capability of self-defense forces to occupy Diaoyu Islands through force. To deal with such situation, China has to strengthen the sovereignty of Diaoyu Islands, and take measures to do gradual joint development about the island and submit delimitation application of outer continental shelf of east sea, regulate the fishery development, etc. to achieve the gradual real control of Diaoyu Islands.
