| 摘 要： | 文章根据改革开放和现代化实践中各级党委的执政实践,对当前中国共产党执政体制的总特征进行了界定,对这种执政体制进行了抽象化的模式分析,对其形成的深层原因进行了挖掘,提出了以党政职能分开为基础的依法执政体制的宏观构建框架。

| Abstract: | According to the practice of governing of the Party committee at all levels in the process of reform opening up to the outside world and modernization. This paper gives a definition to the current characteristics of governing of the CPC and makes an abstract analysis of the model of this kind of governing system as well. This paper also presents the outline of the macro-construction of administrative functions according to law, which is based on the separation of the functions between the CPC and the government. |
