Thoughts on Improving The Party's Governing Capability

Under the circumstances of profound changes in social environment and ruling conditions,improving the Party's governing capability becomes a major issue for the Party based on the historical position and current missions of the Party.As the ruling party,we must followthe governing rules,develop ruling consciousness,set up a newconcept of the ruling party's construction that aims at consolidating the ruling position and focuses on building closer relations between the Party and the masses of people and improving governing capability,and constantly accelerate the Party's construction,thus improving the governing capability and leadership of the Party as a whole.
