| Abstract: | For a long time, the legal status of the institutions of higher learning has been vague. The institutions enjoy only the qualifications of civil subject. The realization of genuine rule of law requires, under the new system, reconsideration of the institutions'administrative legal status, the status of "legal person of official business," and proper management of relationships between the institutions and government, faculty, students as well as society. |
