| 摘 要： | “首要标准”在坚持“惩罚与改造相结合，以改造人为宗旨”的监狱工作方针的基础上，突出强调了监狱工作在服务和谐社会中的职责及任务．对新时期监狱工作意义深远。面对刑罚向“自由刑”和“财产刑”为中心发展的新趋势，我国刑罚体系需要不断深化改革，以适应新形势发展的需要。

| Abstract: | On the basis of the principle ＂insist on combining punishment with re-education, aim to re-educate the criminals＂, the paramount standard highlights the prison＇s duties and tasks to serve harmonious society, which has far-reaching significance. Facing with the new trend of the development of penalty, our country＇s penalty system should continue to reform so as to meet the developing need of new situation. |
