| 摘 要： | 消防部队是消防应急救援中的骨干力量，除此之外还包括公安、水利、交通等多种力量共同参与救援。其中，公安等其他行政主体参与救援，应当是对公安机关消防机构实施的行政协助行为。新《消防法》中关于应急救援的协助行为并未作出规定，应当借助行政协助理论予以明确。

| Abstract: | Fire forces is the backbone of the fire emergency rescue. Meanwhile, there are many other forces including the public security, the water conservancy, and the transportation joining in the rescue. Among them, the public security and other administrative subjects＇ rescue should be the administrative assistance to the fire forces. However, in the new Fire Law, there is no clear provision on the emergency rescue, so it shall be defined clearly with the help of the theory of administrative assistance. |
