| 摘 要： | 近年来,非法集资犯罪日益猖獗,引起了理论界和实务界的高度关注。非法集资涉及人员广、蔓延速度快、手段隐蔽性强等特点日趋明显,且短期内发案量基于多种原因仍呈上升之势,这就必然导致在对非法集资犯罪的侦防进程中存在诸多难题。完善监管、加强宣传以"防",情报导侦、及时出手、妥善处置财产以"侦",正是破解这些难题的有效之策。

| Abstract: | In recent years, illegal fund-raising crime has drawn great concern in the theory and practice sphere. Characteristics of illegal fund-raising such as Wide-ranging, fast-Spreading and concealment are becoming increasingly clear, and the incidence number is showing upward trend for various reasons, which lead to many difficult problems in the investigation and prevention of illegal fund-raising crime. To solve these problems, we should not only strengthen the regulation and propaganda of illegal fund-raising, but also make full use of intelligence in the investigative process, take seasonable measures and dispose the properties properly. |
