论我国现代监狱警务模式的特征

警务模式有许多种，但无论何种警务模式，其根本目标都是为了最大程度地提高“警务效能”。“警务效能”是指“警察部门和警察个体，根据国家法律履行职责所获得的工作效益指标”。“低成本、高效益”的警务效能是解决监狱警务资源严重不足和提高警务效率的必然途径。提升警务效能，必须从改革警务模式、创新警务模式、盘活警务资源、提升警察素质入手，大力推进现代警务改革，从根本上解决监狱基层基础不牢、工作效率不高、战斗力不强的问题。

On the Characteristics of Modern Policing Mode in China

Policing mode, in spite of its varieties, has its fundamental aim at the maximum enhancement of policing efficiency. Policing efficiency refers to ＂the work efficiency in duty performances of the individual anti collective police in accordance with national laws＂. ＂Low cost, high benefit＂ policing efficiency is the inevitable solution to the inadequacy of prison policing resources and the promotion of policing efficiency. To enhance policing efficiency, we must reform and innovate policing mode, explore policing resources to the full, cultivate policemen, and push forward modern policing reform. Only this can provide the essential solution to the instability, inefficiency and weakness of fundamental prison work.
