统筹解决郑州市城乡居民社会保障体系建设的对策探讨

基于郑州市当前城乡居民社会保障体系建设的现状，分析了其间存在的主要问题，进而提出了六点建议：一是加强社会保障法规和制度建设；二是健全社会保障体系，扩大社会保障覆盖范围；三是继续发挥财政对社会保障的支持作用；四是加大人力资本投资，扩大就业；五是切实提高各项社会保险待遇，突出失地农民的养老保障；六是加大队伍人才建设力度，提高社保经办机构管理能力。

The Countermeasures for the Co-ordination Construction of Urban and Rural Social Security System of Zhengzhou City

According to the present status of urban and rural social security system in Zhengzhou City, this paper analyzes the main problems existing in the system and then proposes six suggestions namely ： strengthen the social security regulations and institutional construction; perfect social security system and expand the coverage of social security; continue to play the role of finance in support of the social security; increase investment in human capital to expand employment; effectively improve the social insurance benefits and highlight the old-age security of landless peasants; strengthen the team talents-building to improve the management capacity of the social security agencies.
