以四川省为例论情报导侦视野下一标三实的应用

"一标三实"信息作为一种情报信息能够引导侦查工作。"警务综合应用平台""一标三实"专栏和案件专栏联系密切,公安网信息栏目表明各地应用这类情报信息较为广泛。实地调查发现:四川省各地公安侦查部门的侦查工作在以情报信息导侦为切入点,"一标三实"具有"点""面""圈"的相互结合、贴合实际、真实可靠、引导刑事侦查的特点,"一标三实"信息在作为情报信息服务侦查实战方面与刑事侦查的联系特别紧密。但存在群众基础差,工作机制不完善,信息采集、录入质量不高,一标三实信息研判滞后,信息共享受限等问题。完善"一标三实"信息在侦查中的应用,需要坚持依靠群众的工作原则,也需要完善工作机制、搭建网络化工作平台、加强信息化建设、转变工作观念和方法。

Application of One Standard Three Authenticities Based on Oriented Intelligence Detection---Take Sichuan Province as an Example

As a kind of intelligence information, “One Standard Three Authenticities” can guide the criminal investigation. Because of the strong relations among the “Police Integrated Platform”, “Column of One Standard Three Authenticities” and “Cases Column”, intranet information column from the public security shows that this kind of intelligence information is used more widely. According to fieldwork, investigation of Sichuan Province Public Security Department takes the intelligence information as a start. With the features of combination with“point” “aspect” “circle”, practicality, reliability and guidance, investigation practice has a strong combination with criminal investigation with the help of “One Standard Three Authenticities”. But some weakness exist, such as poor mass foundation, imperfect work mechanism, low quality in information collection and record, hysteretic information and constraints in information sharing. To improve the application of “One Standard Three Authenticities”, it needs to insist on the principle of relying on the masses of working, and it also needs to improve the working mechanism, to build a network platform, to strengthen the construction of information, to change the ideas and methods of the work, to deepen the application standard for “One Standard Three Authenticities”.
