| 摘 要： | 人大作为人大制度的载体在中国的政治生活中有着非常重要的地位 ,但这种重要的地位却没有体现出相应的实际效果。本文从法律制度层面、政治学和社会学的层面将人大不能发挥法定作用进行全面、深刻的解说 ,目的在于揭示造成这种反差的种种原因 ,希望在完善人大制度的过程中可以起参考作用

| Abstract: | The National people's congress system is a fundamental political system of our country, by wich other systems are produced, National People's Congress regard as National People's Congress carrier of system,it is important very much among political life of China, but such important position has not embodied the corresponding actual effect . This text comments deeply that the National People's Congress can't play a legal role from legal system, political science, sociology, in order to announce reasons of contrast which cause all the sorts, to play a consulting role during the process of perfecting the system of the National People's Congress. |
