| 摘 要： | 公共突发事件危机警务是指，警察机关运用警察权力、发挥警察治安职能，针对公共突发事件，在危机预防、预警、处警、评价、恢复各个阶段所采取的一系列管理行为的总和。对公共突发事件危机警务相关基础内容进行探讨，有助于为公安机关预防与处置公共突发事件提供理论依据。

| Abstract: | Gisis-policing in emergency cases is that public security organs use powers and functions to adopt a series of mangement actions in crisis prevention, pre-warning, treatment alarm, evaluation and restoration. This article discuses the basic theory of crisis-policing in emergency cases, in the hope of providing the theoretical basis for publi security organ prevent and deal with emergency cases. |
