涉外警务研究范式的转换

科学从本质上说是解决问题的 活动和根据问题定向的活动。科学进 步的标志之一是把反常的问题和未解 决的问题转变为已解决的问题。 “反常问题”的存在,就意味着理论范 式本身产生了危机,考虑新的范式的 设计就有必要了。涉外警务是一门囊 括了法学、管理学、社会学的新兴交叉 学科。在警察执法理念和行政权力运 行模式上,它主要体现为公安机关与 行政管理相对人之间的一种良性互动。 随着政治经济的发展,在涉外警务研 究领域产生了许多新问题。在思考涉 外警务领域出现的一些新现象和新问 题,探寻解决途径的同时,我们需要突 破传统的研究模式引入新的研究范式。 本文将就此作些探讨,发表若干浅见, 求教于各位同仁。

Transform of the paradigm of international policing research

The nature of the science is to solve problems. A symbol of science improvement is to make an abnormal and unsolved problem be a settled one. When the abnormal problems appear, it means the theory itself is crisis-ridden. It's necessary to design a new paradigm. International policing is a newly emerged subject, which concerns the science of law, administration, ect. The goal of the police to enforcing law is to build a good mutual beneficial relationship between the police and the citizens. With the development of science and economy, there appear many problems in the field of international policing. In order to solve the problems. we need to break the traditional research mode and try to use a new paradigm. The purpose of this article is to deal with the problem by a new way.
