为落实高检院关于开展量刑建议工作的部署,进一步完善刑事审判监督制度,沈阳市和平区人民检察院经充分调研后在全市率先试行量刑建议制度。应该说,实行量刑建议制度是检察机关审判监督工作机制的一项改革和创新,其目标是促进量刑公平、确保案件质量、实现司法公正。因此我们有必要对这项制度在实践当中的运行情况及时进行分析和总结,以期对检察机关今后更好地开展此项工作有所裨益。
