农村社会保障法律体系的建立与完善研究

我国是个拥有九亿农民的大国,农业、农村和农民的问题是关系到改革开放以及要建设和谐社会主义的重要前提。建立完善的农村社会保障制度,有利于我国农村社会文明进步,有利于计划生育政策的推行,有利于引导农村合理消费。国务院副总理回良玉在探索建立我国农村社会保障体系若干问题建议的批示中指出:"建立全国农村社会保障体系既是件十分必要的德政之举,又是件十分重大而相当繁杂的工作",国务院总理温家宝也对此做了重要批示。而农村社会保障法制还十分不健全,因此,应加快制定适应中国社会主义经济发展的农村社会保障法制规划和完备的农村社会保障法律体系。

Research on establishment and im- provement of legal system of rural social security

China is a big country with 900 million peasants,the problem of agriculture,rural areas and farmers is an important prerequisite related to the reform and opening as well as to building a harmonious socialist.Establishing perfect rural social security system is conducive to China’s rural social civilization and progress,the implementation of family planning policy,and guiding the rational consumption in rural areas.Vice Premier Hui Liangyu suggested in the instructions of a number of issues to explore the establishment of rural social security system that: "to establish a national rural social security system is both a necessary move of benevolent rule and very important and complicated work".And Premier Wen Jiabao made important instructions on this,too.Rural social security legislation is not perfect,therefore,should accelerate the development of rural social security legislation planning and comprehensive rural social security legal system to adapt to China’s socialist economic development.
