| 摘 要： | 本文从理论与实践的结合上阐述了《治安管理处罚法》与治安管理现实不相适应的情况,提出了对该法在适用、实体内容、处罚程序等方面存在的疏漏及修改、补充的建议,使该法更加完善,更好地适应办理治安案件的实践需要。

| Abstract: | The article illustrated the unadapted condition between Security Administration Punishment Act and the reality of public security administration both theoretically and practically. It also put forward the oversights of the act from the aspects of adaptation.content and procedure of punishment.and gave some advice to amend and recruit it, to make it perfect enough to adapt the practical need in the public security cases. |
