从“重庆周克华案”谈突发事件的舆论引导

维稳处突是新时期公安机关工作的重要内容。作为处置突发事件的主要力量,公安机关在开展处突工作的同时,能否科学有效地引导新闻舆论,对于突发事件最终的处置结果乃至公安机关的整体形象都将起到至关重要的作用。文章结合轰动全国的"重庆周克华案",就突发事件中公安机关的舆论引导策略问题进行分析和探讨,指出公安机关在突发事件中进行有效的舆论引导必须做到现场新闻管理、主动披露信息、统一发布口径、及时反击谣言、充分告知公众等五个方面的工作。

The maintenance of stability is important work of public security organs in the new era. As a major force to handle emergencies, the public security organs at the same time to carry out the work in handling emergencies, whether can effectively and scientifically guide the news media or not, will play a crucial role in the final disposal of emergencies as well as the overall image of the public security organs. In combination with sensational ＂Zhou Kehua case of Chongqing＂, made analysis and discussion on policy issues to guide the media when public security organs handling emergencies, pointed out that the public security organs must do the five aspects of the work, on-site information management, proactively disclosing information, unified release caliber, timely counter rumors and fidly informing the public to effectively guide the media in handling emergencies.
