| 摘 要： | 公安机关在政府应急管理框架下不断完善应急管理机制。不仅是公安机关社会管理创新的有机组成部分，也是政府应急管理体系建设的题中应有之意。本文首先从“应急管理”、“应急管理机制”、“公安机关应急管理机制”三个概念出发，总结了相关理论研究的现状。其次，本文提出要从国家安全的战略高度定位公安机关的应急处突工作，既不能缺位、也不能越位。最后，本文呼吁加快《紧急状态法》的立法进程，保障公安机关应急管理机制的运行。
