台湾旅游公共服务体系及其对大陆的启示

台湾旅游公共服务创始于20世纪50年代中期，70年代后通过强化旅游公共信息和公共秩序的管理力度而实现快速成长，90年代后步入转型阶段。台湾旅游公共服务供给可以具体划分为政府主导的旅游公共服务体系、各类社会机构的参与供给体系以及在此基础上形成的“政府一社会”协同供给模式。借鉴台湾经验，大陆应从转变政府职能、完善相关机制、强化社会参与、引进科技手段和推进宣传教育等多重视角出发，全方位推进大陆旅游公共服务水平的提升。

On Taiwan Tourism Public Service System and Its Enlightenment to Mainland China

Taiwan tourism public service which was founded in the mid 1950＇s has achieved fast growth since 1970 years through the efforts to strengthen the tourism management of public information and public order and, after the 1990＇s stepped into its transformation stage. The supply system of Taiwan tourism public service can be divided into the government-led tourism public service system, all kinds of social organizations involved in the supply system as well as the ＂government-social＂ supply mode formed thereafter. Therefore, the paper holds that the mainland should use the experience of Taiwan for reference and try to promote all-round improvement of its tourism public service through transforming government function, perfecting its relevant mechanisms, strengthening social participation, introducing technology and promoting its publicity and education.
