国民政府初期福州的台湾籍民问题

根据福州地方档案,考察了国民政府初期福州的台湾籍民数量与从业结构、台湾籍民的不法营业活动和社会犯罪行为。从中可见“台湾籍民问题”的存在,阻碍了福州社会的正常发展,极大地困扰着福建当局的地方行政。由于受制于领事裁判权,福建地方当局只能以外交的方式予以交涉,而无法通过正常的行政和司法手段进行解决。这是台湾籍民问题长期存在的主要原因,制约了当局的社会改造方案的正常实施。

Problems about Taiwanese with Japanese nationalities in Fuzhou, 1927-1937

The study analyzes three aspects of the Taiwanese with Japanese nationalities in Fuzhou from 1927 to 1937. They are the number and the occupational structure, the illegal businesses, and the criminal cases. The problems cumbered the social development and embarrassed the authorities of Fujian. Because of the consular jurisdiction, the authorities of Fujian were not able to solve them with the generic measures such as the administration and judiciary but with the diplomatic efforts. It was the essential reason why the problems from The Taiwanese with Japanese nationalities existed for a long time.
