| 摘 要： | 自新型农村合作医疗制度实施以来，广大农民的医疗保障水平有了很大的提高，对促进中国农村经济发展和农业现代化起到了保驾护航的作用。但这项制度在运行中还存在一些问题，为此该文建议：建立稳定的资金筹集机制，逐步推行强制参合政策，实行“保大兼保小”的模式，加强农村定点医疗机构建设，以实现新型农村医疗保障制度的有效运行。

| Abstract: | Since the implementation of new-type rural cooperative medical system, the level of medical security of farmers has been greatly improved. In addition, the system has promoted and guaranteed China＇s rural economic development and agricultural modernization. However, there are also some problems in its implementation, such as its unstable fund raising mechanism, the low attendance caused by the principle of voluntary insurance, the stable financing mechanism, gradually adopting the mandatory participation pattern, implementing the mode of ensuring serious illness together with minor ones, and strengthening the construction of rural medical institutions. |
