| 摘 要： | 科技资源具有准公共品属性，这决定了社会化公共服务模式是科技资源共享的内生需要，该文就此予以论证，并往分析中国科技资源共享的公共服务模式现状及存在的问题的基础上，对提升中国现阶段科技资源共享社会化公共服务模式提出创新要求并设计出法规框架。

| Abstract: | Scientific and technological （S＆T） resources possess the feature of quasi - public products, which determines that socialized public service pattern is the inherent demand of S＆T resources sharing. Having analyzed the status quo and existing issues of the public service pattern for S＆T resources sharing in China, this paper raises the innovative requirements to promote the pattern of socialized public services for S＆T resources sharing and designs the regulatory framework. |
