An Analysis on Transformation of Technological Achievements from the viewpoint of Scientific Outlook of Development

Taking Scientific Outlook of Development as methodology, this paper reviews the social environment and practical demand we are facing in the work of technological achievements transformation, points out the urgency of accelerating the transformation of technological achievements to deal with the financial crisis, discusses the differ- ences between the concept of technological achievements transformation and that of technology transfer, puts forward relevant policy suggestions of establishing a demand - guided scientific research program system and integrating the market for governmental R＆D programs with the market for technology to raise the efficiency of the transformation of technological achievements. According to Scientific Outlook of Development, the paper also presents several fundamental thoughts to adhere to the principle of putting people first and overall consideration in the practice of technological achievements transformation.
