耕地质量保护和建设共同责任机制的建立途径研究

为了切实保障中国的耕地资源产能安全,该文在分析中国耕地质量等别现状、特点、面临问题和机遇的基础上,提出了建立耕地质量破坏鉴定机构、补充耕地等别的国家督查制度、耕地等别和产能年度报告制度、耕园林草大土地整治模式和占用耕地综合效益年度报备制度等五条落实耕地质量保护和建设共同责任机制的途径。

On the Agricultural Land Quality Protection cooperational Responsibility Mechanism

In order to effectively protect the country ＇s arable land capacity safety, this paper, based on the status quo of the arable land＇ s quality , characteristics , issues and opportunities in China, puts forward five ap- proaches to implement the arable land protection and set up a common accountability mechanism： the first is to es- tablish the supervisory watchdog to assess the arable land destruction;the second is to set up the inspection system for the reclaimed arable land grading; the third is to build the annual reporting system for the arable land grading and the production capacity evaluation ; the fourth is to consolidate all forms of agricultural land including the arable land, garden, forestry and grassland; the final is to constitute the annual filing system monitoring the comprehen- sive efficiency of the occupied arable land.
