武陵山试验区科技创新建设的对策研究——以湖北省恩施土家族苗族自治州为例

科技创新是武陵山试验区建设发挥后发优势的必经路径。恩施州科技创新虽有所发展，但还是相对落后。其原因主要是科技意识、经济水平、科技人才不足等。建议从强化科技创新意识、创新科技投入方式、建立企业技术创新长效机制、加强科技创新服务体系等四方面构建恩施州科技创新战略，并提出以科技创新带动特色农产品资源开发、创新人才建设和充分发挥科技部门服务职能等方面是实现科技创新战略的关键路径。

The Study on the Sci-Technological Innovation of Wuling Mountain Pilot Area: A Sample in Enshi Tujia and Miao Ethnic Autonomous Prefectures of Hubei Province

Sci-technological innovation is the must-do choice for Wuling Mountain Pilot Area to fully take its late-starting advantages. The author recommends the new strategies for the sci-technological innovation in Enshi autonomous prefecture including reinforcing the innovation awareness, innovating the pattern of the investment in sci-technology, establishing the long-effective mechanism for enterprises＂ innovation and enhancing the service system for sci-technological innovation. The author also maps out the key route to realize the sci-technological in- novation strategy characterized by the resource development for local agricultural products, the innovation talent- pool construction, and the reinforcement of the service function by sci-tech related departments.
