治理视域下的领导能力建设

在现代社会，政府在提供公共产品与服务的过程中，越来越多的需要和公民个人、私人部门以及非政府组织合作。他们之间形成了一种合作的网络，而这正是治理不同于传统意义上的管理方式之处。虽然传统管理方式在很长时期内依然占主导地位，但是领导者在具备传统的管理技术、方法和能力的基础上，还应该创建并维持适应治理模式的新的领导能力，这些能力主要包括：构建核心价值观的能力、动态变革的能力与网络管理能力。在建设这些能力方面，本文介绍了新加坡和英国的做法和经验，以期对我们能有所借鉴。

The Leadership Ability Construction in the Context of Governance

In the modern word, the government needs to work in pairs with citizens, the private sector and non--government organization during the course of public administration. It forms a cooperative network between them. This is the radical difference between governance and government. However, government remains dominant overall. Along with traditional method, technology and ability. We should invent new leadership to adapt to governance. These capabilities include ：constructing of core values for pubic service; dynamic changes; network management. With respect to the construction of these capacities, we introduce the practices in Singapore and the United Kingdom to enlighten us.
