| 摘 要： | 从城乡统筹的角度构建社会保障、尤其是农村社会保障制度,分层次、分类别、有步骤、分阶段地面向农民、非农化的城市农民工以及乡镇企业(小城镇)从业人员,建立以社会救济、最低生活保障和社会保险为主要内容的社会保障制度已成为大势所趋,迫在眉睫。
