以整体型政府建设提升服务型政府的、效率和服务能级——基于上海市M区整体型政府建设的个案考察

十八大后新一轮政府改革应以整体型政府建设提升服务型政府的效率和服务能级。上海市M区整体型政府的实践途径主要有3个，分别是大部门制改革、行政服务中心建设和大联动机制建设。当前3个实践途径离整体性治理的要求都存在一定距离。上海市M区整体型政府的实践对我国整体型政府建设的启示包括：加强整体性治理思想的传播，重塑政府文化；推进行政审批和行政执法流程标准化建设，提升部门间的协作能力；推进社区服务站和社区服务网站建设，促进基层整体性平台建设；借力信息技术，提升各部门的协同能力。

Enhance the Efficiency and Service Level of the Service-oriented Government Through the Holistic Government——Based on the Case of the Holistic Government in M District of Shanghai

The new round of government reforms should enhance the efficiency and service level of the serv- ice-oriented government through the holistic government. The holistic government in M Zone of Shang- hai has three practical ways. Including large sector reforming, Administrative service center building and the construction of linkage mechanism. There is a certain distance away from the requirements of holistic governance in three practical ways. The holistic government building in China should draw on the holistic government practice of M Zone in Shanghai. We should strengthen the dissemination of holistic governance to reinvent government culture; Promote the standardization of administrative approval and administrative law enforcement process to enhance collaboration between the departments; Promote the building of community service station and community service website to build holistic platform of grassroots; leverage information technology to enhance collaboration capabilities of the various departments.
