异体评估:我国政府绩效评估的路径选择及理论建构

我国政府绩效评估工作在经历了十年的快速发展以后,最近有陷入评估困境的趋势。同体评估是困局之源,其解决需要在理论层面有所突破。从评估对象界定切入,对政府绩效评估的性质进行分析,提出及解释了"管理评估"和"治理评估"两个范式,并尝试提出了"异体评估"概念,在此基础上提出构建以人大为主导的政府绩效评估主体结构的理论框架。基于人大的异体评估路径切合我国政府绩效评估的内涵及其肇兴的体制改革诉求,有望建立起适合中国实际的政府绩效评估动力机制,进一步释放评估活力。

Foreign-Body Measurement: the Path Selection and the Construction of Theory on Government Performance Measurement in China

Recently government performance measurement has fallen into a dilemma after it went through the stage of rapid development both theoretically and practically for a decade.The fundamental reason of the dilemma is the government performance measurement led by government itself.This paper explains two paradigms of "Management Measurement" and "Governance Measurement" from an analysis of the nature of government performance measurement and author attempts to put forward the concept of "Foreign-body Measurement".On the basis of the above,this paper puts forward a theoretical framework for the main body structure of government performance measurement based on People’s Congress.This theoretical framework is consistent with the connotation of government performance measurement and its appeal to reforms of administrative management system.This theory thinking is expected to establish a suitable dynamic mechanism and further release energy for China’s government performance measurement.
