关键资产管理与政府职能新定位

政府在经济和社会管理中的职能定位历来是公共管理中基本的但又争议未决的问题。本文从关键资产的角度提出一种分析和解决思路。关键资产是对人类的生存、安全和健康等关键福利具有不可替代性的自然、人造、人力和社会资产,关键资产管理是政府的基本职能。政府管理关键资产的当务之急是强化关键资产意识,做好关键资产核算,健全关键资产法规,建立科学管理机制。

Management of Critical Asset and Adjustment of Government Functions

Government functioning in society and economy has been a fundamental and controversial problem.In this article the author gives a solution to it from the perspective of critical asset.Critical asset is a kind of asset that can not be substituted for in maintaining a nation’s critical social welfare such as subsistence,safety,health and sustainability.Critical asset is different from but overlaps with state-owned asset.The "criticalities" of critical asset together with its position in a nation’s total asset makes its management the fundamental functions of government.The initiatives of government’s performing these functions are propagating,accounting,legislating for and establishing a dynamic control system of its national critical asset.
