弹性政府:风险社会治理中的政府模式

不同的社会条件下,政府模式因社会需求的变化应表现出不同的形态。风险社会所赋予政府的新型责任要求政府改变自身予以回应,这种改变除了范围上的扩张、角色调整之外,在政府模式上也应有相应的变革。弹性政府在组织设置上更具灵活性,在行动中更具自主性并更加注重效率,因此应成为风险社会治理中政府模式的当然选择。当然,弹性政府并非完美无缺,运行中依然存在某些弊病,这需要道德的引导和激励、法律制度的规范与约束予以克服。

Flexible Government: Government Pattern in the Risk Society

Government should display different patterns as changed social demand under different social conditions.The risk society entrusts with government new responsibility which request government to change itself correspondingly.In addition to mechanism expansion and role adjustment,government pattern should also be transformed.Flexible government should be ideal government pattern for the risk society because flexible government is flexible,independent and efficient.Certainly,flexible government is not perfect.There are still some problems for risk society,which need moral guidance and legal regulation.
