中日海洋环境陆源污染治理的政策执行比较及启示

陆源污染是海洋环境污染的主要来源,陆源污染治理是中国现阶段海洋污染防治的重要课题。本文从政策执行的主体、手段、监督三个方面对中国与日本的海洋环境陆源污染治理的政策执行进行比较分析。研究发现,日本治理陆源污染的政策执行主体多元、手段多样、监督高效,为中国陆源污染治理政策执行主体结构的优化、执行手段的增强、执行监督的强化提供了一些有益的经验和启示。

The Comparison and Inspiration of Land-based Pollution Policy Implementation Between China and Japan

Land-based pollution is the major source of marine pollution,and the control of land-based pollution is an important subject of China at present.By using the method of comparison,we assess the studies between China and Japan from three aspects,which are the subjects,means,and supervision of policy implementation.The analysis found that Japanese land-based pollution control policy had diverse subjects,multiple methods and efficient supervision.Experience and enlightenments from Japan are beneficial for China to strengthening the comprehensive policy implementation subjects,means and policy supervision.
