近年来英国公务员录用制度的改革与发展

摘    要:本文主要以英国公务员录用制度的改革为分析对象,以90年代以来英国历届政府的行政改革为线索,简要梳理其发展轨迹,认为英国公务员录用制度改革具有注重维护公务员制度核心价值和原则、录用形式开放和多样化、注重改进公务员录用程序与方法等基本特点。关于英国公务员录用制度改革措施及成效需要结合其他公务员管理制度的改革加以认识

Abstract:Since 1990s,British Civil Service regulations have been reforming continually.This paper takes the reform of British civil service recruitment as the analysis object and takes administrative reform of British successive governments since 1990s as a clue,summarizes its development trajectories and draws the following conclusion: British civil service recruitment system reform emphasizes on maintaining the core values and principles of civil service system,the open and diverse forms of recruitment,and the improvement of civil service hiring procedures and methods.
