摘    要:政府绩效管理作为公共管理领域的研究热点,在国内外政府管理中受到广泛关注,日益成为公共管理领域改革的重要组成部分。政府绩效管理的学科体系伴随着政府绩效管理研究和实践已经开始初步呈现,但缺乏一个统一的话语体系。在基于价值的政府绩效管理理论基础上,本文从学科属性与总体框架、核心议题与理论模型、基础内容与研究层次、理论基础与研究方法以及与相近学科的关系等方面研究和构建了政府绩效管理的学科体系,并提出了政府绩效管理学科发展的未来趋势。

Abstract:As the research focus in the field of public management,government performance management attracted widespread attention in domestic and foreign government management,and has become an important part of the public management reformation.The discipline system of government performance management has been initially presenting.The paper starts with the rise and development of public value theory,analyzes the forming process of government performance management discipline system which based on public value and the public value demand of government performance evaluation from practice.The paper also clarifies the discipline and overall framework,the core issues and theoretical model,the basic contents and research level,the basic theory and research method,and the relations with interdisciplinary of the current government performance management discipline system.And based on this,it interprets the development trend of government performance management discipline system in the future.
