基于公务员胜任力的职业发展路径研究——以湖北省为例

摘    要:本文以公务员胜任力为新视角对公务员职业发展路径问题进行尝试性研究,认为目前公务员职业发展路径形式单一、通道狭窄,导致公务员职业发展缓慢,影响了公务员胜任力的提升。本为归纳了公务员职业发展路径形成的障碍因素,以职位分类为理论基础,形成了公务员职业发展的基本框架,设计公务员职业发展的多重路径,最终构建体现公务员分类管理原理的职业发展路径形成机制和动态调整机制,为我国公务员能力的培养、提升和激发提供政策参考。
