| 摘 要： | 反腐倡廉形势是适应反腐倡廉建设实践需要而形成的一个基础概念。在中国当代政治语境中,与之相近的有腐败状况?现状、腐败频度、腐败程度和反腐败斗争形势等概念。本文将反腐倡廉形势界定为特定时期内反腐败活动与腐败现象的各自情状和趋向,以及这两种力量相互较量、此消彼长的状态,其外延应包括腐败形势和反腐败形势两个方面。科学评估反腐倡廉形势要基于概念和现实需求,确立合理的评估对象,坚持正确的评估原则,依据指标体系统一编制评估量表,引入第三方参与调查,保证抽样的合理性,并运用科学的方法论对调查结果进行分析。
