相对贫困治理的理论释义与机制构建

绝对贫困与相对贫困是贫困的两个阶段,一般先解决绝对贫困,再解决相对贫困。随着中国消除绝对贫困取得决定性胜利,扶贫随之进入解决相对贫困阶段。贫困发生理论认为,贫困问题成因复杂,相对贫困长期存在,为此,要制定有针对性的制度措施推动脱贫和防止返贫。有效解决相对贫困,既要遵循理论指导,又要结合中国实际,从调整扶贫战略、界定扶贫标准、完善帮扶机制、强化制度保障、加强返贫治理等维度入手,构建相对贫困治理的长效机制。

Theoretical Interpretation and Mechanism Construction of Relative Poverty Governance

Absolute poverty and relative poverty are two stages of poverty.Generally,the absolute poverty is solved first,and then the relative poverty is solved.With China’s decisive victory in eliminating absolute poverty,poverty alleviation has entered the stage of addressing relative poverty.According to the theory of poverty generation,the causes of poverty are complex and relative poverty exists for a long time.Therefore,targeted institutional measures should be formulated to promote poverty alleviation and prevent the recurrence of poverty.To effectively solve relative poverty,we should not only follow the theoretical guidance,but also combine with China’s reality.We should start with adjusting poverty alleviation strategy,defining poverty alleviation standards,improving the supporting mechanism,strengthening the institutional guarantee,and avoiding the recurrence of poverty,so as to build a long-term mechanism to solve the relative poverty problem.
