东北亚能源安全与东北亚能源共同体探讨

尽管近年来东北亚各国签署了多项能源合作意向或者协定,有的甚至是政府间协定,但总的看来,执行情况并不尽人意,还没有建立起一个为区内各方所接受的合作框架。为此,我们要充分利用东北亚能源合作的现实基础,构建包含组织协调体系、信息咨询体系、投资融资体系、生产储运体系以及共同市场体系的能源共同体。

Energy Security and Energy Community In Northeast Asia

In general,a multilateral cooperative framework in energy has not set up in northeast Asia.In recent years,some energy cooperation agreement has been concluded between some northeastasian countries.However,some of them has not fulfilled on schedule.In that case,we should make use of the existing foundation and establish energy community which consists of organizing system,information and consultation system,production,storage and transportation system as well as common market system.
