“一带一路”建设的推进思路与政策创新研究

随着“一带一路”建设的持续推进,“一带一路”倡议已经由概念落实到行动,形成了总体布局,且加入国家越来越多,实质性经贸合作取得成效,合作区域范围不断拓展,沿线国家地区民生福祉不断提升,“一带一路”倡议已经取得突出成就。目前正逐渐向广范围、高质量阶段推进。但由于各种原因,“一带一路”建设过程中仍然存在地缘政治风险、部分国家的疑虑和阻挠、部分国家国内形势变化、建设资金需求缺口以及国际经济形势不稳等现实问题,制约着“一带一路”建设“走深走实”。基于此,本文对以“一带一路”建设为统领优化国内开发开放布局内容进行具体分析并提出了创新共建“一带一路”的推进方式及政策创新,旨在进一步推进“一带一路”倡议由泼墨“大写意”阶段向“工笔画”的高质量阶段转变。

Research on the Advancing Path and Policy Innovation of the "Belt and Road Initiative"

With the continuous advancement of the"Belt and Road Initiative",the initiative has fbnned an overall layout from concept to action.More and more countries have joined,forming international cooperation.The substantive economic and trade cooperation has achieved results,the scope of regional cooperation has continued to expand,and people's livelihood and welfare in countries along the route has continued to improve.The"Belt and Road Initiative"has made outstanding achievements,and it is gradually advancing to a wide-ranging and high-quality stage at present.However,due to various reasons,there are still practical problems such as geopolitical risks,doubts and obstacles from some countries,changes in the domestic situation of some countries,gaps in construction financing needs and instabibty in the international economic situation in the practice development process of the initiative,which restricts the initiative to be carried out both"in substance and depth".The paper gives a detailedanalysis on the content of optimizing the domestic development and opening layout with the"Bek and Road Initiative"as the guiding principle,and the advancing method and policy innovation,aiming to push the implementation of the"Belt and Road Initiative"from macro level to micro level.
