美日海权同盟的背景、特征及中国的战略应对

东亚是当今世界上安全问题最为突出的区域之一,而东亚安全问题是以海洋安全问题为主要表现形式。在影响东亚海洋安全的众多因素中,美日同盟是最重要的一组变量。当前,海洋经济方兴未艾,海洋科技蓬勃发展,海洋空间的价值显得愈发重要。同时,东亚地区海洋力量呈现出多极化趋势,且域内海洋争端问题长期存在。美日同盟为实现对地区海洋秩序的长期主导,调整了同盟的安全意向,其海权同盟属性愈发明显,并呈现出针对性、注重军事安全、多边化的特征。这一趋势必然会导致东亚的海洋安全问题进一步复杂化。面对这一新的变化,中国应持续推进海军现代化建设,有力回应美日海权同盟的武力威慑;同时,持续表达和平发展信号,并积极推进海上丝绸之路建设,引导地区海洋秩序向和平、繁荣、友好、稳定的方向发展。

The Background and Characteristics of the US-Japan Maritime Power Alliance and China's Strategic Response

East Asia is one of the regions with the most prominent security issues in the world,and the security issues in East Asia take the maritime security as the main manifestation.Among the many factors affecting the maritime security of East Asia,the US-Japan alliance is the most important one.At present,the marine economy is in the ascendant,marine science and technology is booming,and the value of marine space is becoming more and more important.At the same time,the maritime power in East Asia shows a trend of multi-polarization,and there are long-term maritime disputes in the region.In order to achieve the long-term dominance of the regional maritime order,the US-Japan alliance has adjusted its security intention.Its sea power alliance attribute is more and more obvious,and it has the characteristics of pertinence,military security,and multilateralism.This trend is bound to further complicate the maritime security issue in East Asia.In the face of this new change,China should continue to advance naval modernization,respond to the military deterrence of the US-Japan sea power alliance effectively;at the same time,continue to express the signal of peaceful develop⁃ment,promote the construction of the Maritime Silk Road actively,and guide the regional marine order to develop in the direction of peace,prosperity,friendship,and stability.
