俄罗斯经济转型:从寡头资本主义到人民资本主义

俄罗斯历来就是纵向的社会构型,这是经济转型的重大障碍。为了实现从高度集中的计划经济体制向自由市场经济体制的转型,打破原有的纵向社会构型,建立一个以公民社会为主的横向社会构型,不仅是经济转轨的手段,也是其社会目标。但是,在20世纪90年代,俄罗斯在转型过程中并没有建立这种具有“保障功能”的公民社会,而是一个寡头资本主义制度。在这种制度中,俄罗斯政府却扮演了寡头攫取国家财产的“掠夺之手”的角色。普京执政以后,开始通过推行平民主义的治国方略,把寡头资本主义转变为人民资本主义。

Russia's Economic Transformation:from Oligarch Capitalism to People Capitalism

Russia's social structure was always a vertical structure . It is a great obstacle for economic transformation.In order to transform from the centralized economic system to market economic system , it is both the means and aim for transformation to break away with the vertical social structure . But unfortunately , during the process of the transformation , the social society in Russia did not set up , on the contrary , a system of oligarch capitalism was built up . Under such a system , Russia's government acted as a "grabbing hand ". After Putin came into power , Russia's transformation strategy is turning from oligarch capitalism to people capitalism .
