四维环境视角下新加坡中央公积金制度之变迁及其启示研究

理论界尚乏从制度环境与制度变迁的关系角度对新加坡中央公积金制度（CPF）的研究。本文在剖析CPF变迁的四维环境即人口、政治、社会和经济环境的基础上，以制度供款率、参保者状况、最低储蓄补充计划等制度变量或要素为切入口，分析了CPF的变迁及其特点，并探讨了上述研究对我国社会保障制度可持续发展的启示。研究表明，四维环境与CPF的变迁呈互动态势，前者对后者施加了影响，而后者对前者具有稳定作用。中国社会保障制度的可持续发展需充分重视并协调社会保障制度与其所处环境的互动关系。

Research on the Transition and Its Implications of Singapore's Central Provident Fund system in the Perspective of Four-dimensional Conditions

There is lack of research on Singapore’s Central Provident Fund system(CPF) in the perspective of relationship between conditions and transition.On the basis of analysing the four-dimensional conditions which are the conditions of population,politics,society and economics of CPF,the paper researches on the transition and its features of CPF.What’s more,the paper discusses the implications for the sustainable development of Chinese social security system.It is shown that it has interaction between the CPF’s transition and the four-dimensional conditions.On the one hand,the former could make the latter stable;on the other hand,the latter has impact on the former.It should be pointed that in order to reach the goal of sustainable development for Chinese social security system,the system should be compatible with its conditions.
