美国对印尼的民间外交及其对中国的启示

为改善美国形象,维护美国在印尼的政治、安全、经济利益,美国积极开展对印尼民间外交,推动两国人民之间的交流和合作。美国对印尼民间外交涉及政治、教育、文化、科技、宗教和社会发展等诸多领域。美国对印尼民间外交在实施过程中具有三大特点:一是政府主导,各类民间团体积极参与和实施;二是坚持本土化导向和双向交流;三是受众广泛,精英与草根同时覆盖。美国对印尼民间外交在改善国家形象方面受制于美国具体的对外政策。不过,它对于输出美国的思想文化和价值理念、促进两国人民之间的好感仍具有不可替代的作用。美国的经验教训对于中国促进与印尼的"民心相通"具有一定的借鉴意义。

U.S. People-to-people Diplomacy Towards Indonesia and its Implications for China

To improve the image of the United States and safeguard the political, security and economic interests of the United States in Indonesia, the United States has actively carried out people-to-people diplomacy towards Indonesia and promoted exchanges and cooperation between the two peoples. The United States’ people-to-people diplomacy to Indonesia involves many fields such as politics, education, culture, science and technology, religion and social development. The United States has three characteristics in the people-to-people diplomacy towards Indonesian: first, government-led, all kinds of folk groups actively involved;second, adherent to localization and mutual communication;third, a wide audience, elite and grassroots coverage. America’s people-to-people diplomacy towards Indonesia is subject to the specific foreign policy of the United States in improving its image. Nevertheless, it still plays an irreplaceable role in exporting American ideology, culture and values, and promoting goodwill between the two peoples. The experience of the United States has certain reference significance for China and Indonesia to promote "mutual understanding among the peoples".
