| 摘 要： | 19世纪中叶，沙俄政府鉴于远东地区人口稀少、经济落后的状况，为其制定了特殊的自由港政策，之后，根据经济、政治形势的变化，又对该地区的关税政策进行了多次调整：1901年取消自由港，1904年日俄战争爆发后恢复自由港，1909年再次取消自由港。关税政策的变化对俄国商品向远东地区的输入和该地区工厂工业的发展产生了重要影响。

| Abstract: | In the mid-1800s,the Czarist government worked out special free-port policies for the Far East,as it was sparsely populated and economically backward.Since then,the government readjusted the customs duty for several times according to the change of economic and political situation in the area:in 1901 the free port was abolished;in 1904 the free port was restored after Russo-Japanese War broke out;in 1909 the free port was annulled once again.The change of tariff duty had a significant influence upon Russian goods flowing into the Far East and manufacturing industry development in the region. |
