泛北部湾区域经济合作的法律分析及广西的应对

东盟10国领导人于2007年11月20日在新加坡签署《东盟宪章》，这预示着东盟共同体将正式建立。泛北部湾经济合作是中国与东盟经贸合作关系在次区域的进一步深化和细化，对该区域内相关国家及地区的经济社会发展将产生重大影响。笔者不揣浅陋，就泛北部湾经济合作可能面临的法律问题与注意事项，及广西应采取的应对措施，谈些管见。

Law Analysis of Pan-Beibu-Gulf Regional Cooperation and Guangxi's Countermeasures

Regional cooperation in the Beibu Bay will have a major impact between the related cooperative parties on its economic and social development. But regional cooperation in the Beibu Bay legal exists complex legal relationships,regional trade rules are not clear,obstacles to competition in the market, local governments are not standardized,and so on. Guangxi＇s regional cooperation in the Beibu Gulf should be under the Framework Agreement on Comprehensive Economic Co-operation between the Association of Southeast Asian Nations and the Peoples Republic of China（FACEC）,basing on the principle of cooperation to reach agreement between China and the relevant parties,as well as WTO rules,economic and trade cooperation should lead to Carrier specific projects,with specific projects carrier, signed an agreement to coordinate cooperative ties and effective cooperation.
