论俄罗斯联邦环境基本法中的经济调整——兼论对我国修改《环境保护法》的启示

自20世纪60年代法经济学产生以来,运用经济学的方法分析法律的现象受到关注,许多国家将环境保护领域的经济调整作为一项制度在环境基本法中确定下来.<俄罗斯联邦环境保护法>将环境保护中的经济调整作为重要内容,规定了在生态预测的基础上编制社会经济发展的国家预测、编制生态发展的规划、制定和实施了环境保护措施、收取排污费、确定了污染物排放限额、建立了经济评价制度和经济激励制度、强制实行生态保险等机制,其中许多合理成分可供我国修改环境基本法时借鉴.
