Abstract

Building effective states is crucial to global stability and prosperity, but this priority has yet to be translated into a consistent approach embraced by a community of practice. Various factors have constrained the emergence of such a community, including a lack of consensus on the range of functions that states should perform. Peace agreements are implicitly exercises in statecraft but have not been systematically analysed as such. Systematic analysis of peace agreements reveals seven foci of statecraft. This analysis in turn reveals seven key building-blocks that peace agreements, as exercises in statecraft, must address in laying the foundations for a durable, inclusive political, social and economic order.  相似文献

The new theories of endogenous war termination generally predict that initiators would tend to do badly the longer the war, that information acquired during the war would outweigh information available prior to its outbreak, that stronger initiators would be slower to update their estimates about the outcome, and that uncertainty would increase the expected duration of conflict. This article subjects these hypotheses to statistical testing by estimating time-accelerated log-logistic hazard models of duration and bootstrapped ordered probit models of outcome with a new data set of 104 interstate wars from 1816 to 1991. The Monte Carlo simulation results support the hypotheses and the substantive findings provide ample reason for continuing with this research agenda.  相似文献

Co‐founding The Political Quarterly was one among many of Leonard Woolf's achievements during a long career as a progressive political thinker and publicist, particularly in the field of international affairs. To mark the centenary of the publication of International Government, his most innovative and influential work on the subject, this article seeks to assess Woolf's contribution. It examines the Fabian background to Woolf's work, his support for and approach to the League of Nations and his commitment to collective security as an approach to peace. Through a broader understanding of the League it argues that certain failings in the area of collective security, however profound, should not be permitted to blight an otherwise impressive intellectual legacy.  相似文献

This paper reviews and criticizes the argument that citizens should take active responsibility for and be willing to sacrifice their life to establish and protect a liberal democratic social order. The argument is faulted for assuming that the key for good democracy is to get people to accept their responsibilities, in particular, their responsibility to be citizen soldiers. It is at least as important to ask how the service of citizen soldiers is connected with the constitution of democratic society. The argument is also faulted for ignoring that democratic societies vary in form and virtue and that it is necessary to explain when citizen soldiers will promote the establishment of one kind of democracy or another. To correct these deficiencies, a theory is offered that ties the service of citizen soldiers during war to the quality of democratic society through the allocation and routinization of charisma. The theory is illustrated by a comparative historical analysis of American experience during its Revolutionary and Civil Wars.  相似文献

Abstract

The difficulty Israel has making peace with the Palestinians, which became evident with the failure of the 1993 Oslo Agreements, can be explained through the internal relationships and historical dynamics within the Israeli public sphere, and the relations between the public sphere and the state. Using the terms ‘civil society’ and ‘uncivil society’ as a theoretical framework, the article examines both the relations between these two binary representations within the public sphere and the ability of each of them to influence state policy through two analytical tools: cultural politics and instrumental politics. The contention is that the Oslo Agreements failed in part because while both the civil and uncivil societies arose as a cultural innovation and alternative collective identities in neo-liberal Israel, the uncivil society succeeded in translating its collective representations into effective instrumental politics that influenced the Israeli state, while the civil society failed to do so.  相似文献
