A key function of centralized budgets in federal and political unions is to act as an equalizing mechanism to support economic and social cohesion. This is also the case with the European Union's (EU) budget, which operates as a redistributive mechanism that counteracts the cross-national and cross-regional inequalities created by the single market. Despite the limits on cross-national redistribution imposed by a centrifugal system of representation, the net fiscal position of member states – what they pay to the EU budget minus what they receive from it – is very diverse and has changed quite remarkably over the last decades. In this paper, we investigate how and why the net fiscal position of each member state toward the rest of the EU changes over time. We develop a novel panel dataset (1979–2014) to study how key national and EU-level political and economic variables affect the EU redistributive dynamics. We find that redistribution via the EU budget primarily targets developments in inequality within EU member states, and that an increase in domestic unemployment may also improve the country's fiscal balance. Moreover, we find that voting power in the Council is unrelated to a more positive fiscal balance. However, we find that governments with a centre-right profile are in general more successful in improving their redistributive position vis-à-vis the other member states. In contrast to most studies addressing security sector reform (SSR) in Africa, this article queries defence reform efforts in the Democratic Republic of the Congo (DRC) from a governmentality perspective and hones in on processes of subjectification and modes of agency among members of the Armed Forces of the DRC (FARDC). Based on extensive field research in the DRC, it explores how army staff produce themselves through (and outside of) the ways in which they are ‘hailed’ into subject positions in donors’ efforts to govern. In asking how FARDC staff respond, position, and produce themselves in relation to external reform efforts and the attending governing technologies and techniques, the article contributes to the increasing – yet limited – scholarly attention to those being ‘reformed’ through SSR efforts. Ultimately, attending to the specificities of how processes of subjectification are experienced from the perspective of those who are to be reformed problematizes the simplified notions of lack of political will and commitment, obstruction and ‘spoilers’ that are so prevalent in the SSR literature, suggesting that these processes are heavily shaped by memories of colonialism and exploitation.  相似文献

Abstract

The contemporary global health agenda has shifted emphasis from mapping disease patterns to calculating disease burden in efforts to gauge ‘the state of world health’. In this paper, we account for this shift by showing how a novel epidemiological style of thought emerged in the closing decades of the twentieth century. As is well known, the compilation and tabulation of vital statistics – death-rates, birth-rates, morbidity rates – contributed to the birth of the ‘population’ in the eighteenth and nineteenth centuries. The population is reformatted from the middle of the twentieth century by ‘modified life tables’ made up of disability weightings, health state valuations, quality of life scores, disease burden estimates, etc. The problem of morbid death gives way to that of morbid living, made calculable through a metrics of ‘severity’, ‘disability’ and ‘impairment’. A series of new indices and scales (e.g. the QALY and DALY) has contributed to a governmentalization of living, in the course of which the social and personal consequences of living with disease come to be an object of political concern, and made knowable, calculable and thereby amenable to various strategies of intervention. We conclude by showing how this style of epidemiological thought has generated a new global visibility for brain disorders as their impact on individuals, health care systems and nations are calculated in novel ways.  相似文献

How are citizenships and nationalisms constructed, connected, and contested in the post-9/11 USA – performatively, affectively, and visually – and how do their relationships figure ‘Americanness’? This article takes up this question (1) by tracking how Americanness was advertised in the American Ad Council's ‘I am an American’ campaign and (2) by introducing the multimedia project ‘I am an American’: Video Portraits of Unsafe US Citizens, which engages the Ad Council's campaign as a practice-based protest of the Ad Council's advertised ‘Americanness’. The article traces how the Ad Council's campaign advertises what Evelyn Alsultany calls ‘diversity patriotism’. It also constructs a complex, mobile system of differentiation that marks some citizens as ‘safe’ and others as ‘unsafe’, which runs counter to the idealized notion of a unified ‘Americanness’ that it advertises. The article then examines how the practice-based protest project ‘I am an American’ takes these ‘unsafe citizens’ – US citizens who either will not or cannot make their differences normatively conform to the national ideal of the ‘One’ composed of the ‘Many’ propagated by the Ad Council's campaign – as its point of departure to reflect upon how citizenship protests function for and against citizenship, nationalisms, and various figurations of Americanness.  相似文献

Does party organization shape candidates’ electoral mobilization efforts? I develop a novel theoretical account linking candidate selection rules to electoral mobilization. Nomination rules that require aspiring candidates to compete in electoral races, such as primary elections, create incentives for them to make considerable investments in order to win the party’s nomination. Using a decision-theoretic model, I show how these initial investments at the nomination stage shape the candidates’ mobilization expenditures in the general election. The main theoretical result establishes that primaries increase candidates’ mobilization efforts only when the general election is not expected to be competitive; when a close race is expected, candidates mobilize at the same rates regardless of how they were nominated. Analysis of an original dataset on candidate selection and electoral mobilization in Mexico provides strong support for the theory.  相似文献

This paper explores the gendered relationships among reforms to social assistance policy, concurrent transformations in citizenship rights to benefits, and low-income parents' experiences of these changes in the Canadian provinces of British Columbia, Alberta, and Saskatchewan. Policy discourse in all three provinces increasingly constructs mothers and fathers as ‘responsible risk takers’ who are entitled to income support conditional on their employability efforts (for example, attendance in welfare-to-work programmes) or market citizenship. Qualitative interviews with 41 mothers and five fathers illustrate how this ‘gender-neutral worker-citizen’ model can be gendered in application and is contradicted by parents' gendered identities and everyday realities when living on social assistance. Using the theoretical perspective of gender as a social structure, the paper draws upon these findings to provide empirical support for a dominant theoretical argument in feminist scholarship – that gender-neutral policy is gendered and has deeply gendered consequences.  相似文献

When judging how ‘fair’ voting rules are, a fundamental criterion used by both scholars and politicians is their ability or inability to produce proportional results – that is, the extent parties’ seat distribution after the elections accurately reflects their vote shares. How about citizens? Do citizens care about how proportional the outcome is? Or do they judge the outcome solely on the basis of how well (or poorly) their party performed? Taking advantage of a uniquely designed survey experiment, this article investigates the causal effect of proportionality on voter support for voting rules in four countries: Austria, England, Ireland and Sweden. The results show that proportionality drives support for the voting rules not above, but beyond party performance. There is little cross-country variation, which suggests that proportionality is appreciated in different contexts with little status quo bias. These findings have important implications for our understanding of the causal mechanisms linking electoral rules to voter support.  相似文献

Anchored in a framework drawn from the public finances literature and executive–legislative studies, the purpose of this article is to assess the impacts of Afghan budgetary institutions on the statebuilding project. Two main questions drive the analysis: what is the nature of the relationship between central government and subnational units concerning the allocation and distribution of resources, and – regarding budget preparation – what is the role played by the legislature? It is argued that beyond Afghanistan’s dependency on foreign aid to fund ordinary expenditures and development projects, the presence of a set of budgetary rules which not only centralizes the preparation and execution of budget decisions at the expense of provinces but also marginalizes the legislative involvement in the decision-making process are two important features that prevent further development in state capacity and the representative government.  相似文献

Are voters’ choices influenced by parties’ position-taking and communication efforts on issues during a campaign? And if so, do voters’ reactions to issues differ across parties? This article outlines a research design for the statistical identification of party-varying issue reactions within the established paradigm of the Spatial Theory of Voting. Using a special feature of conditional logit and probit models – i.e. the estimation of alternative-specific coefficients instead of fixed ‘generic’ issue distance effects – it is possible to detect asymmetrically attached issue saliencies at the level of the voters, and hence at the demand-side of politics. This strategy opens a new way to systematically combine insights obtained by saliency approaches with the Spatial Theory of Voting. An application to the German parliamentary elections from 1987 to 2009 demonstrates that it is predominantly parties taking polar positions – and, more specifically, niche parties taking polar positions – that induce such asymmetric issue voting.  相似文献

This article delves into the uses of history and examines how the enlisting of Indian soldiers – particularly from Punjab – into the British Indian Army during the First and Second World Wars has been memorialized and remembered in contemporary Britain. This issue has become particularly salient in the light of the politics of the so-called ‘war on terror’ or ‘new imperialism’, which Paul Gilroy and Vron Ware argue has heightened tendencies towards militarism in British society. Using examples from the public sphere – remembrance day events, TV documentaries and army recruitment fairs – as well as interview material, I argue that Britain's Punjabi communities have been organizing in order to weave themselves into the national tapestry by memorializing role played by Punjabis in the First and Second World Wars – iconic to the national fantasy, using this forgotten history to demand recognition from the state and stake a claim for citizenship. In the ‘new imperialism’, however, it is not equally possible for Sikh and Muslim Punjabis to argue for their inclusion on the terms of militarized citizenship, and the various chords within the diaspora seem to be increasingly disharmonious, effacing their composite and shared colonial history.  相似文献

This paper examines the rights claims-making that young people engaged in during the 2014 Scottish independence referendum when the right to vote was extended to 16- and 17-year-olds for the first time in the UK. Understanding citizenship and rights claims-making as performative, we draw on the novel idea of ‘living rights’ to explore how young people ‘shape what these rights are – and become – in the social world’. They are co-existent and situated within the everyday lives of young people, and transcend the traditional idea that rights are merely those that are enshrined in domestic and/or international law. We explore the complex and contested nature of rights claims that were made by young people as ‘active citizens’ in the lead up to the referendum to illustrate how the rights claims-making by young people is bound up with the performativity of citizenship that entails identity construction, political subjectivity (that challenges adult-centric approaches) and social justice.  相似文献

Abstract

Starting in 1991, Egypt undertook ‘structural adjustment’ reforms at the behest of international financial institutions and the country’s foreign donors. These reforms have often been included in a larger discussion of economic reforms and the withdrawal of the state from the Egyptian market. While certainly market-based, these reforms were interpreted and implemented in a uniquely Egyptian context and moved forward not through a market logic but with a specific understanding of political feasibility. Despite these local peculiarities, Egypt experienced a backlash familiar to researchers of structural adjustment internationally. How did Egypt’s structural adjustment and other ‘liberalizing’ reforms produce spatialized and sectoral backlash and drive workers from quiescence to militancy? Based on extensive fieldwork and interviews conducted in 2011–2013, this paper argues that the choices made by the Egyptian regime from 1991 to 2010 generated ‘labour lacunae’ – spaces in the political-economic structure where methods of interest aggregation were replaced by coercion or neglect – allowing militancy to flourish. I explore how labour entrepreneurs exploited these ‘lacunae’ to redefine ‘local’ protest in the run-up to the Egyptian Revolution of 2011.  相似文献

‘Post-national’ scholars have taken the extension of social rights to migrants that are normally accorded to citizens as evidence of the growing importance of norms of ‘universal personhood’ and the declining importance of the nation-state. However, the distinct approach taken by the state toward another understudied category of non-citizen – stateless people – complicates these theories by demonstrating that the state makes decisions about groups on different bases than theory would suggest. These findings suggest the need to pay more attention to how the state treats other categories of ‘semi-citizens’. This article examines the differential effects of universal healthcare reforms in Thailand on citizens, migrants, and stateless people and explores their ramifications on theories of citizenship and social rights. While the state has expanded its healthcare obligations toward people living within its borders, it has taken a variegated approach toward different groups. Citizens have been extended ‘differentiated but unambiguous rights’. Migrants have been granted ‘conditional rights’ to healthcare coverage, dependent on their status as registered workers who pay mandatory contributions. Large numbers of stateless people, however, saw their right to state welfare programs disenfranchised following passage of the new universal healthcare law before later being granted ‘contingent rights’ through a new program.  相似文献

Governments led by technocrats remain a nebulous category in political science literature, with little clarity about how they differ from party governments, how many have existed and how we can differentiate between them. This article aims to provide that conceptual and empirical clarity. Having proposed an ideal type definition of ‘technocratic government’, it sets out three conditions for an operational definition of a ‘technocrat’ and, on that basis, lists the 24 technocrat‐led governments that have existed in 27 European Union (EU) democracies from the end of the Second World War until June 2013. It then classifies these according to their partisan/technocrat composition and remit. This allows for the presentation of a typology of four different types of technocrat‐led governments and the definition of ‘full technocratic governments’ as those which contain a majority of technocrats and – unlike caretaker governments – have the capacity to change the status quo. The article concludes that full technocratic governments remain extremely rare in EU democracies since there have been only six cases – of which three have occurred in the last decade.  相似文献

The ‘Urdu-speaking population’ in Bangladesh, displaced by the Partition in 1947 and made ‘stateless’ by the Liberation War of 1971, exemplifies some of the key problems facing uprooted populations. Exploring differences of ‘camp’ and ‘non-camp’ based displacement, this article represents a critical evaluation of the way ‘political space’ is contested at the local level and what this reveals about the nature and boundaries of citizenship. Semi-structured and narrative interviews conducted among ‘camp’ and ‘non-camp’ based ‘Urdu-speakers’ found that citizenship status has been profoundly affected by the spatial dynamics of settlement. However, it also revealed the ways in which ‘formal’ status is subverted – the moments of negotiation in which claims to political being are made. In asking how and when a ‘stateless’ population is able to ‘access’ citizenship, through which processes and by which means, it reveals the tension, ambiguity and conceptual limitations of ‘statelessness’ and citizenship, unearthing a reality of partial, shifting and deceptively permeable terrain. In doing so, it also reveals the dissonance and discord (constitutive of an ‘us’ and ‘them’ divide) upon which the creation of ‘political space’ may rely. Citizenship functions to exclude and, therefore, it is very often born of contestation.  相似文献

Legitimacy, confidence and autonomy in the court system are dependent on people trusting the institution to make decisions based on predefined legal rules. Simultaneously, confidence in the system is also dependent on the system's capability to adjust to changes in values in society. The Norwegian courts appear to be increasingly basing their rulings on ‘equitable considerations’. This involves the making of decisions by reference not only to predefined rules – as expressed in structures or pre‐existing legal practice – but also to policy considerations such as utility and fairness. Judicial decisions made with reference to political considerations imply that the courts are arrogating a role that democratic theory reserves for legislators. What happens when ‘equitable considerations’ play a large part in the decisions of the Supreme Court? Does the institution have capabilities and mechanisms that sustain such a judicial practice as a legitimate form of law enforcement? I argue that the capability to adjust to changes in society only seems possible if the judges act beyond the domain of traditional judicial competence. Through different kinds of mechanisms, elements of ‘equitable considerations’ over time become hidden and difficult to grasp. On the one hand, this makes it possible for the Supreme Court to sustain a judicial practice as a legitimate form of law enforcement, but simultaneously it creates problems of confidence and legitimacy because the premises for the decisions are not explicated.  相似文献

The language of ‘ownership’ is commonly used in statebuilding operations, but it is not clear that the term has either consistency or substance. It certainly does not have its literal meaning, in the sense of rights of possession either of property or a formal stake in an organization, such as shares in a corporation. Instead ownership tends to be used figuratively – much as ‘buy-in’ in this context usually does not suggest an actual financial transaction – to refer in a more vague way to the relationship between stakeholders, with meanings ranging from a sense of attachment to a programme or operation, to (rarely) actual controlling authority. This essay explores how ownership emerged as a shibboleth of the development community and how it has influenced UN statebuilding operations. The emphasis will be on rule of law institutions, but the critique of ownership applies to post-conflict operations more generally.  相似文献

Drawing on the particularities of Catalonia (and related cases), the general point of this contribution is to argue that Patten’s equal recognition theory is modeled upon a too-restricted set of empirical assumptions, a circumstance that might harm its value as a tool for the orientation, evaluation, and reform of public policy. What is absent in Patten’s account – or at least not properly inserted into it – are four built-in modules that we have named ‘history’, ‘democracy’, ‘international relations’, and ‘migration’. When it comes to recognition of minorities, the past matters more often than Patten is willing to accept; democracy can lead to permanent departures from equal recognition on the part of self-governing national minorities; in the recognition game, there are other relevant players than simply states and their minorities; and one of these players, namely immigrant groups, can (albeit involuntarily) distort equal recognition schemes.  相似文献

This paper attempts to criticise the explanations given by the ‘economics of politics’ for the growth of public expenditure in the UK, one of the major parts of the ‘revival’ of neo-classical economics in recent years. The focus is on the generality of arguments in this area and also on the particular arguments stressing the role of budget deficits in expanding the public sector. The paper is partly empirical in approach, but also draws some general implications from what are argued to be the failings of such conceptions of government activity.  相似文献

Abstract

This paper analyses what the two main monotheist religious fundamentalisms – Islam and Christianity – have had to say about the international system, and in particular their attitudes towards, and visions of, ‘globalization’. The paper concentrates upon the fundamentalist position in respect of the two religious doctrines discussed while fully recognizing that the non-fundamentalists and mainstream traditions in each case do not necessarily share the sentiments announced by – or pursued by – their fundamentalist co-religionists. But it is the fundamentalist variants of the two doctrines that are having the greatest impact on the international situation, so the emphasis is upon these (though there are also some shorter reflections on Jewish religious fundamentalism). In addition, the paper concentrates upon the attitudes of these positions towards the idea of ‘territory’ since this is one of those categories that are more widely at stake in the general discussion of globalization and its consequences. Finally, the paper assesses the impact of these doctrines on the conduct of international relations, the likely success or otherwise of their impact, and the nature of the international system that is being forged in the wake of the re-emergence of fundamentalist activity in the domestic and international spheres.  相似文献
