Although scholars and law enforcement administrators have provided input on how local law enforcement is responding to various forms of computer crime and how officers perceive of it, patrol officers have been rarely surveyed to understand their perceptions of computer crime. Examining officer perceptions is vital considering that patrol officers are being asked to be more effective first responders to digital forensic crime scenes as a critical step in combating computer crimes at the local level. This study therefore addressed this gap by surveying patrol officers in two southeastern cities regarding their perceptions of computer crime, specifically regarding its uniqueness, offenders and targets, and seriousness and frequency in comparison to traditional forms of crime. Results indicated that many officers do not have strong opinions on several aspects of computer crime. However, they perceive it to be a serious problem and consider some computer crimes to be as serious as traditional forms of crime.  相似文献

Though much has been written about law enforcement agencies developing partnerships with citizen groups in the context of community policing, very little research has addressed the role of private security as a viable partner in law enforcement. The basis for developing working relationship is sharing common goals as well as having mutual respect for each other. A further important ingredient for developing sound relationships includes the presence and fostering of positive perceptions and attitudes toward each other. In this paper we examine a sample of 284 police officers and 236 security professionals in a Midwestern state to assess their perceptions on strategies to improve police/security relationships. Abstract

Policymakers, school officials and the law enforcement community have expanded legal tools and other strategies to address bullying in recent years. This has resulted in a larger and more challenging role for law enforcement officers working in school settings. The present study seeks to understand the ways in which local law enforcement officers interpret this new role and their efforts to prevent and respond to bullying. We draw upon Routine Activities Theory as a lens to view officer perceptions of promoting guardianship and reducing target suitability of young people most at-risk for bullying victimization. Data collected from qualitative interviews of law enforcement officers working with local schools, suggest that officers see a role for law enforcement in promoting guardianship around this health and safety concern, but recognize the limitations of using arrest authority. They emphasize promoting trust and building relationship in efforts to support potential and current bullying victims.  相似文献

Across occupations of every form, including those in criminal justice, administrators, managers, and supervisors frequently introduce changes to the structure and/or processes of the work environment. These changes may be seen as necessary to enhance worker productivity, but may be viewed by some workers as an unwanted disruption to their routines. Should employees interpret changes in such a manner, they can, and often do, negate these reforms. Employee work orientations (i.e., philosophical approaches toward work) undoubtedly play a role in such an interchange because they influence both how employees behave on the job and how they perceive their job. The move toward community-oriented policing constitutes a major paradigm shift to the practice of law enforcement. This structural and procedural change to the routines of policing could be perceived as threatening to those law enforcement officers whose work orientations are inconsistent with the philosophical foundation of community-based policing. The presence of a sufficient number of such officers could doom this movement to failure. This study uses survey data collected from a sample of sheriff’s deputies involved in an agency-wide community policing effort. In this study we examine the effects of deputies’ work orientations on their perceptions of the agency’s readiness for and the anticipated effectiveness of this initiative. The findings suggest interesting differences in the efforts of a traditional crime control orientation versus a more progressive community service orientation toward policing.  相似文献

High-profile events involving police use of force in various cities throughout the US and internationally have garnered enormous media coverage and demonstrated the importance of police-community relations. To date little empirical attention has focused on how such events may negatively impact police officers. Using survey data from 567 officers, this study considers whether perceptions of negative publicity are adversely related to officers’ sense of self-legitimacy (i.e. the confidence they have in their authority). Findings revealed officers who felt less motivated as a result of negative publicity expressed less self-legitimacy. However, the degree to which officers felt their job had become more dangerous as a result of negative publicity was not significantly related to self-legitimacy. These findings increase our understanding of the sources of self-legitimacy and reveal that negative publicity surrounding law enforcement presents a unique challenge to officers’ confidence in their authority, which can have important implications for the community.  相似文献

The terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, compelled most Americans to imagine the unimaginable. Increased interest was focused on lessons learned, specifically if local law enforcement agencies had made appropriate organizational changes to manage potential terrorism events. The purpose of this study was to assess perceptions of law enforcement officers in the state of Michigan regarding organizational changes post 9/11. A total of 247 law enforcement officers participated in the study by completing three instruments, the Police Unit Assessment of Terrorism (PAT) Scale, Domestic Unit Assessment of Terrorism (DAT) Scale, and a short demographic survey. The officers who perceived their work load had increased since 9/11 were more likely to have more positive perceptions on both the PAT and DAT.  相似文献

The American War on Drugs has been a long and protracted battle. On the front lines are local, state and federal drug enforcement officers who are tasked with pursuing drug users and dealers. Empirically, officers’ attitudes about the laws they uphold have been shown to impact how aggressively they enforce those laws and the discretion they employ. Although there is a well established body of literature which documents the importance of discretionary dynamics in many areas of law enforcement, we know almost nothing about narcotics officers’ attitudes toward drugs and drug enforcement. Hence, we are unaware of extremely important variables that almost certainly impact and influence front line drug officers. This study fills that gap by examining the survey responses of over 1,000 drug interdiction officers at all levels of law enforcement, measuring their attitudes toward various drugs and the relative harm they incur, along with existing and proposed policies and strategies. The results are discussed in terms of their enforcement and policy implications.  相似文献

PurposeThere has been a recent surge in the adoption of and media attention to the use of body-worn cameras in law enforcement. Despite this increase in use and media attention, there is little to no research on officer perceptions of body-worn cameras.MethodsThis study relies on baseline data of officer perceptions toward body-worn cameras collected from surveys administered to Orlando Police officers who are participants in a randomized experiment evaluating the impact of body-worn cameras (Taser AXON Flex) in law enforcement.ResultsResults suggest that police officers are, by and large, open to and supportive of the use of body-worn cameras in policing, they would feel comfortable wearing them, and that they perceive a potential for benefits of body-worn cameras in improving citizen behavior, their own behavior, and the behavior of their fellow officers.ConclusionsOfficers are generally supportive of body-worn cameras, and they hold perceptions that these devices can be beneficial in positively affecting relevant outcomes. Relatively few studies have assessed theoretically relevant predictors of individual’s perceptions of racial profiling by law enforcement officers. The current study addresses this limitation by drawing on theoretical frameworks highlighted in the growing body of literature examining disproportionate minority contact (DMC) with the criminal justice system. Specifically, we draw on the racial and symbolic threat perspectives with the objective of identifying theoretically relevant individual and community level predictors of perceptions of racial profiling by public and private police bodies in airports, malls, and on the roads. Results of our analysis of data on White and Black individuals nested within communities support the racial threat perspective in documenting the influence of racial heterogeneity and interracial labor market competition on perceptions of racial profiling. However, in contention to predictions derived from the symbolic threat perspective, the results fail to uncover a link between interracial socioeconomic inequality and perceptions of racial profiling by law enforcement officers. These results highlight the importance of moving beyond individual explanations of profiling and other forms of DMC and suggest community characteristics and perceptions of intergroup threat are particularly salient to understanding perceptions of race-based distinctions in formal social control.  相似文献

The theory of operant conditioning is based on the premise that people are motivated to engage in, or refrain from, certain behaviors because of the rewards and punishments they may receive (Honig 1966; Skinner 1974). While managers within law enforcement agencies frequently use both rewards and punishments to try to guide the behavior of their officers, little information exists about how police officers perceive the rewards and punishments they utilize. This study surveyed a sample of patrol officers to determine how they ranked the value of several specific rewards, and the severity of several specific punishments. The findings suggested that a hierarchy of rewards and punishments exists in the minds of law enforcement officers, the ranking seemed to be associated with how they could impact the officer’s off-duty quality of life, and significant variation existed between officer responses. Interesting differences were also found by officer gender, tenure, and education.  相似文献

The use of law enforcement officers in American schools has rapidly expanded since its inception in the 1950s. This growth can in part be attributed to the Safe Schools Act of 1994, the establishment of the Community Oriented Policing Services (COPS) Office, and tragic events that have occurred in our nation's schools. Law enforcement officers in the school environment traditionally have primary roles of protection and enforcement, although many have ancillary roles of educating and mentoring students. However, the use of police in schools has also been associated with the formalization of student discipline and the criminalization of minor misconduct. Specifically, an increase in the number of officers in schools has mirrored an increase in the number of arrests and citations for relatively minor offenses. We argue that officers' socialization and training create role conflict in that the duty to enforce the law competes with other duties to mentor and nurture students. We present several hypothetical dilemmas and then illustrate how the “right thing to do” is determined by the perceived duties of the school safety officer. We conclude by presenting some modest suggestions on how to address the potential role conflict experienced by law enforcement officers working in schools.  相似文献

Public beliefs about psychological issues relevant to the legal system have been demonstrated to often be misconceived, but the endorsement of such beliefs in law enforcement samples is largely unknown. This study was the first to compare psycho-legal beliefs between law enforcement officers and the general public in the UK. Participants were presented a 50-item questionnaire measuring five psycho-legal topics; police procedures, courts, tough on crime, mental illness, and memory and cognition. Despite direct involvement and relevant experience, law enforcement officers endorsed just as many empirically contradictory beliefs as those who were not law enforcement officers. Further, law enforcement officers were more confident in their responses. This research has implications for identifying areas of limited knowledge within police samples that can be targeted by police education.  相似文献

Qualitative interviews were undertaken with 53 Australian police officers with specialist expertise in liquor law enforcement to ascertain their perspectives concerning the liquor licensing legislation in Australia’s eight states and territories. Respondents generally indicated that current arrangements favoured the interests of the alcohol industry and did not sufficiently empower them to reduce alcohol-related harms. Other key themes included: ambiguity surrounding the police role in liquor licensing; difficulties in enforcing drunkenness-related offences; partnerships; strategies to enhance enforcement; data/intelligence gathering; and the separation of Ministerial responsibilities for liquor licensing and policing. Overall, police in Australia are not currently being given the tools they require to effectively reduce alcohol-related harms.  相似文献

A key concern within democracies is effectively regulating the behavior of societies' agents of social control, who have coercive power and considerable discretion over their use of that power. This can result in failures to adhere to the rules, policies, and laws dictating appropriate and lawful behavior. This article explores the effectiveness of motivating rule adherence among law enforcement officers and soldiers by focusing upon whether they believe that organizational authorities are legitimate or that rules and policies are morally right or wrong. The results suggest that both values have an important influence upon rule adherence. Further, aspects of organizational culture that encourage such values are identified and shown to be influential in this setting. Results show that the procedural justice of the organization is central to rule adherence. These findings support the argument that encouraging self-regulation via appeals to the values of law enforcement officers and soldiers is a viable strategy for minimizing misconduct, and they suggest how to effectively implement such approaches.  相似文献

Police attitudes towards partner violence against women (PVAW) can play an important role in their evaluation and responses to this type of violence. The present study aims to examine ambivalent sexism and empathy as determinants of male police officers' law enforcement attitudes towards PVAW. The study sample was composed by 404 male police officers. Results suggested that male police officers scoring low in benevolent sexism expressed a general preference for unconditional law enforcement (i.e. regardless of the victim's willingness to press charges against the offender), whereas those scoring high in benevolent sexism expressed a preference for conditional law enforcement (i.e. depending on the willingness of the victim to press charges against the offender). Results also showed that police officers scoring high in empathy and low in hostile sexism were those who expressed a general preference for unconditional law enforcement. The presence of sexist attitudes and low levels of empathy among some police officers, and their influence on law enforcement attitudes, highlights not only the importance of specific training, but also the need to pay attention to the selection process of police officers dealing with PVAW.  相似文献

Despite the volume of time officers spend on traffic enforcement encounters, there was limited research exploring how they used their discretion in such interactions. Issues relating to police decision making patterns in the enforcement of motor vehicle laws were particularly salient in light of the on-going debate over racial profiling. This study examined how officers made decisions (in particular, to stop and to sanction) in the course of traffic enforcement. Using field observations and interviews with officers in a small midwestern agency, the authors described the factors and forces that officers used in making discretionary choices. The findings indicated that leniency in sanctioning was very common and that officers expected citizens to be contrite and acknowledge responsibility for their infractions. Implications for larger and more systematic observational studies are discussed.  相似文献

In recent years, many states have increased the presence of law enforcement at schools in response to a perception that schools have become unsafe places for children. The data regarding the impact of school resource officers (SROs) on school safety are limited, however. Using survey data collected from 128 principals, we examine the impact of SROs on perceptions of school safety among school administrators in Kentucky. Results indicate that most principals in Kentucky feel that SROs provide a valuable addition to school safety in their schools; however, the results also reveal the importance of communication between principals, SROs, and law enforcement supervisors regarding the nature of the SRO role. The implication of these findings and their impact on future policy is also discussed. The policing profession has recently experienced events that affected officers across the nation. Several high-profile cases involving police and members of minority communities intensified the tensions among these groups. Amid public criticisms of policing, law enforcement officers have become targets of attacks. Multiple cases of officer ambushes and assassinations have further troubled the already stressful occupational position of law enforcement. This study investigates what coping strategies officers used after the deadly attacks on police in Dallas, Texas and Baton Rouge, Louisiana that occurred in July, 2016. We also investigate how the coping strategies used affects job motivation among officers. Our findings suggest officers turned to three coping strategies: support networks, stoic self-help, and self-medication. These coping strategies were found to be ineffective mechanisms for protecting officer job motivation; however, some strategies adversely affected motivation more than others. Understanding how officers are coping and why effective strategies are not being employed adequately is imperative for both the safety of officers and the public.  相似文献

This article contributes to emerging literature documenting the devolution of immigration enforcement authority by focusing on the implementation of the 287(g) program in Davidson County, Tennessee. It outlines how deputized immigration officers do their work as well as the ways they come to think about their roles in the larger immigration bureaucracy. Immigration officers see themselves as objective administrators whose primary responsibilities are to identify and process immigrants for removal, but who are not responsible for their subsequent deportation. While immigration officers never waiver about their obligation to uphold the rule of law, alternate narratives emerge depending on how they feel about the immigrants they encounter. These frames range from pride at identifying “criminal aliens” to guilt for processing immigrants who had been arrested for very minor violations. Ultimately, this work shows deputized immigration officers act as extensions of the federal government rather than as independent agents.  相似文献

Responding to domestic violence poses unique challenges to law enforcement officers. Prior research has focused on issues such as officer safety and arrest policies but overlooked a critical component—the officers’ perception of their role in responding to domestic violence incidents. This study explores how police officers define their roles through the use of focus group interviews with detectives assigned to a domestic violence unit. Findings include the identification of three role perspectives. Recommendations for a more balanced approach of these role perspectives in responding to domestic violence crimes through the use of more effective training, supervision, and evaluation are proposed.  相似文献
