While public value theory has emerged to offer important insights into the evaluation of social enterprises, little is known about the origins of public value failure and even less about the role that organizations and public policy play in creating public value failure. Accordingly, this analysis explores the origins of public value failure using examples from for‐profit higher education. A selection of organization and public policy concepts are integrated into a public value mapping framework to develop a theoretical basis for public value “failure drivers.” In addition to advancing public value theory, an understanding of the origins of public value failure and the role of failure drivers has important implications for the design of public value–maximizing strategies and institutions.  相似文献

Across many social–ecological systems, policy makers and scholars increasingly call for science to inform policy. The science–policy interface becomes especially complex as collaborative approaches include multiple stakeholders working together across jurisdictions. Unfortunately little is known about how much and how science is used in collaborative governance for social–ecological systems. This exploratory study examines instrumental, conceptual, and symbolic use of science in a science‐rich collaborative planning case in the Puget Sound, USA. It also examines the influence of science, relative to other factors, in collaborative planning, and what factors affect it. Results from a survey and document analysis indicate the prevalence of conceptual use of science, with relatively little symbolic use. Some factors promoting conceptual and instrumental use discourage symbolic use. Overall, while science is seen as influential in this science‐rich context, its influence is balanced by local stakeholder preferences and contextual information.  相似文献

The federal government often works through nonprofit intermediaries to reach and empower communities in the United States. One increasingly popular policy strategy is to offer grant funding to intermediary organizations in an effort to strengthen communities. Funded intermediaries are tasked with building the capacity of faith‐based and community organizations at the local level, but the policy theory that informs these programs does not specify how these capacity‐building efforts will lead to stronger communities. Missing is a middle‐range implementation theory that links inputs to community‐level changes through the actions of an intermediary. Derived from empirical case study evidence using process‐tracing analysis, the theory of the community‐integrated intermediary posited in this article helps fill that gap.  相似文献

Private organizations play a growing role in governing global issues alongside traditional public actors such as states, international organizations, and subnational governments. What do we know about how private authority and public policy interact? What are the implications of answering this question for understanding support for, and effects of, policy development generally? The purpose of this article is to reflect on these questions by introducing, and reviewing, a special issue that challenges explicit claims, and implicit methodologies, that treat private and public governance realms as distinct and/or static. We do so by advancing a theoretical and conceptual framework with which to explore how the contributions to this special issue enhance an understanding about governance interactions across a range of empirical, sectoral, and regional domains. We specifically introduce the concept of governance spheres to capture the proliferation of issue domains denoted by highly fluid interactions across public and private governance boundaries.  相似文献

To what extent were Woodrow Wilson’s ideas about public administration informed by German organic political theory? Drawing on the writings of Wilson, Lorenz von Stein, and Johann K. Bluntschli on public administration, and comparing American and German primary sources, the author offers insights into Wilson’s general concept of public administration, as well as his understanding of the politics–administration dichotomy. With regard to current administrative research, this study underscores how the transfer of ideas profoundly contributes to advancing comparative public administration and helps clarify terminological difficulties and conflicting perspectives among diverse administrative science traditions.  相似文献

The extent and ways in which popular preferences influence government policy are absolutely central to our understanding of modern democracy. Paul Warwick's discussion of these in the European Journal of Political Research in 2010 puts itself at the heart of the debate with its critique of the median mandate theory of McDonald and Budge, proposing an alternative ‘bilateralist’ concept of representation. This article questions whether this concept has much to add to our theoretical understanding of representational processes. However, Warwick's further conceptual points deserve serious consideration. These concern the time horizons within which representative processes work, and the status of the median position given multi‐motivated voting. At the evidential level, Warwick argues that survey‐based measures of voter and party left–right positions fail to produce the correspondence between median and government policy positions that median mandate theory would have us expect. However, survey‐based measures of median voter and party placements obscure important cross‐national variation. Using the Comparative Study of Electoral Systems ( CSES 2007 ), as Warwick does, this article shows that survey respondents norm their own and their country's party positions to their national context. The consequence is to make the political centre in all nations appear similar. Allowing for the relevant cross‐national differences brings the relationship between the median voter and government position back in line with expectations.  相似文献

In this article, we present a new theory that, given the economic consequences of military spending, some governments may use military spending as a means of advancing their domestic non‐military objectives. Based on evidence that governments can use military spending as welfare policy in disguise, we argue that the role of ideology in shaping military spending is more complicated than simple left‐right politics. We also present a theory that strategic elites take advantage of opportunities presented by international events, leading us to expect governments that favor more hawkish foreign policy policies to use low‐level international conflicts as opportunities for increasing military spending. Using pooled time‐series data from 19 advanced democracies in the post–World War II period, we find that government ideology, measured as welfare and international positions, interacts with the international security environment to affect defense spending.  相似文献

There is a growing recognition in the field of e‐government that improving the quality and impact of research requires taking into account their complex contexts and drawing on more interdisciplinary and collaborative research. Limited attention so far has been directed toward the conduct of such research, particularly in contract‐based research arrangements for developing e‐government policy. A four‐nation study of public e‐procurement policy is used here to make transparent the process of designing and conducting transdisciplinary and interactive research. Further sharing of research designs and accounts is needed to advance theory, policy, and practice, and to develop a history of ideas in the e‐government research field.  相似文献

The detection of deception is among the most important and pressing requirements faced by federal agencies with national security responsibilities. The polygraph is insufficient in its present state of development for meeting the needs of national security. While some neuroscience‐based alternatives to the polygraph have been proposed (e.g., EEG and fMRI), there are significant problems with these techniques and consideration of their operational use is premature. The development of a more effective means for detecting deception will require substantial conceptual advances in the science of deception, in particular the establishment of a sound theoretical basis on which to design such a system. Neuroscience and related fields can make significant contributions toward the development of a theory of deception, given sufficient government support and commitment to such an effort. However, even a sound theory of deception cannot guarantee success; it is vital that the associated policy, legal, and ethical implications of such a system be taken into account.  相似文献

We propose a conceptual model to encourage systematic analysis of social equity issues of science policy. The model considers the relationships among several attributes of science and technology goods and services including the incidence of its impact, degree of concentration, and whether its consumption generates capacity for the individual or groups or is “hedonic,” that is, short term and diminishing rapidly in its effects. We discuss the implications of the model in terms of four quite different types of equity. We conclude by suggesting some respects in which the model could be employed to facilitate public policy and moral deliberations about the effects of science and technology.  相似文献

The dramatic increase in public funding for nonprofit organizations has raised concerns about the potential disadvantages of a nonprofit sector that is too reliant on government funding. Using nonprofits to deliver public programs also presents risks for the public sector, but the question of nonprofit policy influence is largely absent from discussions of public–nonprofit service collaborations. The motivation for this article stems from the contradiction between the perceived weakness of publicly funded nonprofits and their potential for policy influence. This research asks, how do nonprofits exert policy influence? Using a grounded theory approach, the research draws on the attitudes and experiences of professionals and elected officials involved in policy making and policy implementation in the area of low‐income housing. The findings indicate a variety of mechanisms through which the government–nonprofit relationship can strengthen the power of nonprofit organizations, sometimes while weakening their government counterparts.  相似文献

Three previous articles of Public Administration and Development carried a debate on the contribution of twinning to capacity building in developing countries. Evidence was adduced to show that twinning could be a reliable vehicle for building and sustaining relevant capacity. On the other hand, some other sources contend that twinning is more of a metaphor than an actual strategy for building capacity. As an actual strategy it may be costly and unsustainable. These cases were part of Swedish, Norwegian and Canadian aid programmes. This article adds insights from a project which was instituted at the instance of the government of Namibia with a Dutch development institution. The focus is in‐country training in policy management for senior public officials and is complemented by off‐the‐job training and programmed visits by both northern and southern partners. The project has four 20‐month cycles and is currently into its second cycle as plans for the third cycle are being finalised. It is generally regarded as successful although this article takes a critical look at the potential of this project to fulfil its original mission of building two types of institutional capacities: high‐quality policy managers within the government and the capacity for policy management training at the country's only national university. It highlights the importance of demand‐drivenness, ownership and partnership, effective integration of theory with practice, mutual respect among partners without jeopardising quality. The hope that policy-making is a rational process lies at the heart of policy science and democratic practice. However, what constitutes rationality is not clear. In policy deliberations, scientific, democratic, moral, and ecological concerns are often at odds. Harold Lasswell, in instituting the contemporary policy sciences, found that John Dewey’s pragmatist philosophy provided an integrative foundation that took into account all these considerations. As the policy sciences developed with a predominantly empirical focus on discrete aspects of policy-making, this holistic perspective was lost for a while. Contemporary theorists are reclaiming pragmatist philosophy as a framework for public policy and administration. In this article, key postulates of pragmatist philosophy are transposed to policy science by developing a new theoretical model of transactive rationality. This model is developed in light of current policy analyses, and against the backdrop of three classical policy science theories of rationality: linear and bounded rationalism; incrementalism; and mixed-scanning. Transactive rationality is a “fourth approach” that, by integrating scientific, democratic, moral, and ecological considerations, serves as a more holistic, explanatory, and normative guide for public policy and democratic practice.  相似文献

Both practitioners and scholars are increasingly interested in the idea of public value as a way of understanding government activity, informing policy‐making and constructing service delivery. In part this represents a response to the concerns about ‘new public management’, but it also provides an interesting way of viewing what public sector organisations and public managers actually do. The purpose of this article is to examine this emerging approach by reviewing new public management and contrasting this with a public value paradigm. This provides the basis for a conceptual discussion of differences in approach, but also for pointing to some practical implications for both public sector management and public sector managers.  相似文献

Though the fiscal slack literature has advanced over the past decade, more research is needed for a systematic understanding of the determinants and uses of fiscal reserves at the local level. This paper reviews theory and empirical evidence on the determinants of municipal fiscal reserves offers a conceptual framework for analyzing fiscal reserves accumulation and tests a series of hypotheses using a panel of 2007–2012 financial data for 145 U.S. cities from 21 states. Generalized least squares models show that unassigned general fund balances and unrestricted net assets are positively associated with general fund surpluses in the previous year and with local household incomes, while not being related to measures of fiscal risk, revenue effort, and voter characteristics. Overall, the findings suggest a relatively stronger influence of the capacity to save than the need to save on local fiscal reserves.  相似文献

Veto player theory generates predictions about governments’ capacity for policy change. Due to the difficulty of identifying significant laws needed to change the policy status quo, evidence about governments’ ability to change policy has been mostly provided for a limited number of reforms and single‐country studies. To evaluate the predictive power of veto player theory for policy making across time, policy areas and countries, a dataset was gathered that incorporates about 5,600 important government reform measures in the areas of social, labour, economic and taxation policy undertaken in 13 Western European countries from the mid‐1980s until the mid‐2000s. Veto player theory is applied in a combined model with other central theoretical expectations on policy change derived from political economy (crisis‐driven policy change) and partisan theory (ideology‐driven policy change). Robust support is found that governments introduce more reform measures when economic conditions are poor and when the government is positioned further away from the policy status quo. No empirical support is found for predictions of veto player theory in its pure form, where no differentiation between government types is made. However, the findings provide support for the veto player theory in the special case of minimal winning cabinets, where the support of all government parties is sufficient (in contrast to minority cabinets) and necessary (in contrast to oversized cabinets) for policy change. In particular, it is found that in minimal winning cabinets the ideological distance between the extreme government parties significantly decreases the government's ability to introduce reforms. These findings improve our understanding of reform making in parliamentary democracies and highlight important issues and open questions for future applications and tests of the veto player theory.  相似文献

The development of policy rests on skilled practice by knowledgeable practitioners – ‘policy work’ – and it is important to know what skills and knowledge this work calls upon, and where these are learned. Although there is substantial academic knowledge and courses in this field, many practitioners will argue that policy work is ‘as much an art as a science’ and is something that ‘you learn as you go’. This article reports on an exploratory study of policy practitioners’ accounts of their practice, what counts as knowledge, and in what contexts it is ‘useful’. We examine the discourses through which policy work is accomplished, the way in which people learn to do it, and the place of academic work in the constitution of these discourses. Drawing on our respondents understanding of policy practice, we discuss what more might be done to facilitate learning about the work of policy.  相似文献

Supporters of open data believe that free and complete access to research data is beneficial for science, public policy, and society. In environmental science and policy, open data systems can enable relevant research and inform evidence‐based governmental decisions. This article examines the unlikely case of Brazil's National Institute for Space Research's transition toward an open data model. Considering Brazil's young democracy, incipient practice of government transparency and accountability, and lacking a tradition of science‐policy dialogue, this case is a striking example of how open data can support public debate by making information about forest cover widely available. The case shows the benefits and challenges of developing such open data systems, and highlights the various forms of accessibility involved in making data available to the public.  相似文献

The emerging field of public values helpfully focuses on the norms and government policies that serve the public interest, but its analysis neglects the barriers to actually creating public value in contemporary America. Chief among these barriers are contending strains of public beliefs and opinions, the disproportionate influence of affluent individuals and business and professional associations, as well as governing structures predisposed toward inaction and drift. This article contrasts the expectations of the public values field with research on American politics to identify barriers to advancing the public interest under current conditions. Although public values scholars offer an analysis of American public life that is inadequate, they do raise challenging questions about how a public‐regarding agenda can be “designed in” to politics and policy. The article concludes by suggesting feasible reforms to improve the conditions for pursuing the public interest.  相似文献

Compared to economics, sociology, political science, and law, the discipline of history has had a limited role in the wide‐ranging efforts to reconsider strategies of regulatory governance, especially inside regulatory institutions. This article explores how more sustained historical perspective might improve regulatory decisionmaking. We first survey how a set of American regulatory agencies currently rely on historical research and analysis, whether for the purposes of public relations or as a means of supporting policymaking. We then consider how regulatory agencies might draw on history more self‐consciously, more strategically, and to greater effect. Three areas stand out in this regard – the use of history to improve understanding of institutional culture; reliance on historical analysis to test the empirical plausibility of conceptual models that make assumptions about the likelihood of potential economic outcomes; and integration of historical research methods into program and policy evaluation.  相似文献
